The theme of youth is a constant and pop -up theme with high frequency at different levels. I recently saw an interest in this issue with our Internet authors. What caused this interest right now — not ready to answer, maybe the fact that the governor also decided to take up the issues of working with children and youth. I personally heard about this from him during a meeting in the Moscow School of Political Studies in mid -June. A positive point in the new designation of the topic is the fact that at the regional level, finally, the problem of impenetrability of the corresponding state structure was resolved — the youth department, which has recently been nicknamed the «control of youth». And the impenetration itself was the head of this department, which «went» into the city government. Today there is no new leadership of the UDM and whoever they will be is also unknown. However, there is a hope that the new boss will nevertheless recall the youth and that 2 years ago, within the framework of adopted changes to the regional law on youth, the norm appeared that youth policy is implemented through a strategy. Today there is no such document and this discards the entire state youth policy far back from plans for socio-economic development and the task of modernizing power and society. And what else, unfortunately, it should be recognized is the fact that there are no more youth public structures, but, it seems to me, it has become even smaller. That is, those who could become partners and assistants of the UDM in the work to reduce youth migration and the formation of motivation for positive and constructive participation in the life of the region, has become less than 5 years ago. At such a pace, their number will go to the «zero», and hence youth to answer for inattention to their problems with passivity and flight to other, most successful territories.
