Yesterday, a meeting of the College of the Ministry of Housing and Public Utilities of the Republic of Belarus was held, at which the results of the department were summed up in the past 2011 and the current work plans for the current. Sergey Afonin, heading the Ministry of Housing and Public Utilities of the Republic of Belarus, made a report.
The Housing Code of the Russian Federation was replenished with amendments, the purpose of which is to improve the rights and protection of citizens of the country in this area. It was the Republic of Bashkortostan that became the first region where the introduction of legislative innovations began. No wonder the housing and communal services of the republic was strictly controlled by senior management throughout the previous 2011. In particular, great attention was paid to the functioning of management companies. To date, the activities of 25% of HOAs and 18% of management companies have been checked, where all the shortcomings and violations have been identified and eliminated.
In addition, the leading departments of Bashkiria in 2011 approved the republican programs for the housing and communal services, and the Domkom project was also submitted and launched, an interdepartmental commission was formed, the task of which is to verify the activities of management companies and partnerships of housing owners (HOA). As part of the Domkom project, 80% of the houses were held elections of councils of apartment buildings and their chairmen. In accordance with the Domkom project, 80% of the high -rise residential buildings of Bashkiria held elections of councils of apartment buildings and their chairmen. As Sergey Afonin said: “All of them underwent special free training, at the end of which they received special certificates. And last November, the Union of Councils of apartment buildings of the Republic of Bashkortostan was created «.
As for financial support for the activities of the economy, back in 2011, the Fund for Reforming the Housing and Public Utilities of Housing and Public Utilities allocated the amount of 980 million rubles intended for the overhaul of apartment buildings and the resettlement of citizens from emergency housing. This is the largest tranche in the entire Volga Federal District. Thanks to the aid, it was possible to repair 75 houses totaling 399 million rubles, tenants from 107 emergency apartment buildings were also resettled. All costs amounted to over one billion rubles.
This year, more than 831 million rubles were allocated for the overhaul of apartment buildings in the republic, of which 565 million rubles are funds allocated by the Housing and Public Utilities Reformed Fund, 206 million rubles are republican funds, 60 million rubles — the Foundation of owners. The Ministry continues to prepare draft decisions on the provision of subsidies to the budgets of municipal structures for the repair and restoration work of engineering systems, on the allocation of funds in accordance with the programs of predictive work, the possibility of compensation for raising tariffs above the established limit for hot water by allocating to residents of the region subsidies to pay for housing utilities. All of the above measures should favorably affect the financial situation of communal organizations.
