Yuri Osintsev, Deputy Minister of Regional Development:

— You would have tied the problems of the single -industry towns here?

— When we solve the problems of single -industry towns such as Gavrilov Yar, Rostov Tutaev — we simultaneously solve the problems of the Kostroma and Ivanovo regions. We simultaneously considered the solution to the problems of the Hammer plant in Vyatka Polyany. It is located one hundred and sixty kilometers from Kazan and one hundred and fifty kilometers from Izhevsk. You can easily get here using the organization of high -speed Izhevsk — Kazan. Today, at modern speeds, it is about 40 minutes to drive to Vyatka Polyan. Young people are very attractive to this option: you can live at home and go to work in Kazan, where the salary is twice higher.

— And for money, this option has a benefit? Residents of Kazan will not protest?

— No one will force them to work by force. Whoever wants to work. The task of the authorities is to provide everyone with public transport and enable people to earn on their existence. This is, first of all, the high -speed message of Izhevsk — Kazan, and not built only in the interests of Vyatka Polyan.

— In this case, both Kazan and Izhevsk will have to be invested?

No. This project was considered with the participation of Russian Railways and the fate of municipalities in it is not provided for. True, the project has not yet begun its work. In any case, this money is allocated either from federal sources, or from business. Support for the high -speed line Nizhny Novgorod — Yekaterinburg is carried out by the Governor of Russian Railways by Governor Misharin. And Kazan — Izhevsk belongs to the composition of this line. And we would also like our experience to use in development projects and territorial planning schemes. I would really like to hope that the terms set by the Town Planning Code will not be shifted. For the development of territorial planning, the Ministry of Regions for small cities simplified the procedure for preparing such plans, all amendments were made. There are no more other reasons in order not to do this, except for the unwillingness to develop your city and your subject. We are currently working on a geoinformation system, which should also simplify this work for them.
